AMS is a project finance services and advisory company, specialising in PFI/PPP and other structured finance. We have been providing services to many of the key players in the PFI/PPP and project finance industry since 2000.

We have no external investors and as a wholly independent company can provide the impartial advice and management needed to run successful projects.

The capital value of projects to which we provide services is in excess of £2bn.

AMS was formed in 1999 by three former members of an investment fund, John Whittington, Sally Brooks and John George.

We have no links to contractors or equity investors and are not a division of a larger consultancy or services company. It is this that makes us unique. As the PFI/PPP investment market has reached maturity the importance of clear contractual lines with no conflicting interests or encumbered contracts has grown. Management services provided by AMS are genuinely independent: we work only in the interests of the project shareholders.

Sally Brooks
Director

Sally is a co-founder and director of AMS and with extensive experience of PFI gained from the mid-1990s to the present day.

After gaining a first-class degree in Management Science, Sally worked in roles including business analysis and skills training. Prior to establishing AMS, Sally was Head of Operations for the PFI team at Hyder Investments, helping to build a portfolio of PFI assets; holding a number of non-executive director appointments; and responsible for management of business support activities and reporting.

Sally has extensive experience in the setting up and ongoing management of Special Purpose Vehicles. She has an excellent knowledge of corporate governance, company secretarial responsibilities and holds non-executive directorships across a diverse range of PFI sectors including roads, accommodation, blue light and school projects throughout the UK and in Ireland.

John George
Director

John is a co-founder and director of AMS and has over 20 years PPP/PFI experience and is a qualified solicitor.

John has extensive experience in the structure and management of SPVs and their corporate governance having been responsible for the delivery of company secretarial services to a wide range of companies. He holds numerous non-executive director appointments across the full range of PFI/PPP sectors including accommodation, blue light, healthcare and education.

He has experience in contract negotiation and undertaking due diligence exercises as well as managing disputes. He is an effective communicator and excellent at establishing and maintaining relationships with stakeholders at all levels.

Wyn Davies
Finance Manager

Wyn is a SPV Director with a background in accountancy and financial modelling. Recent areas of focus have included subcontractor insolvency and reaching commercial settlements and his range of experience includes roads, healthcare, blue light and education projects.

After joining Welsh Water plc in 1994 and qualifying as a management accountant Wyn was heavily involved in the implementation of both SAP and Sage accounting systems. He then spent time on secondment in Bulgaria as Financial Controller of the Sofia water company and as a Commercial Manager on renewable energy projects. In 2005 Wyn was a member of the team that successfully sold the renewable energy company within United Utilities (£80M) and managed the interface between UU and its financial advisors.

Wyn enjoys mountain biking and is treasurer of his local rugby club.

Rhian Dowling
Accountant

Rhian joined the team in 2004 as a sandwich year student whilst studying for a BA in Accounting and Finance which she obtained in 2006.

She went on to become a member of the Association of Chartered Certified Accountants and her roles at AMS have given her a wide range of experience in financial support services to SPVs in PFI. During her time at AMS, she has progressed from accounts assistant, to finance manager of several large healthcare investments for HICL.

Rhian enjoys obstacle running events and is treasurer for her local drama group.

Susan Davies
Finance Manager

Susan joined Asset Management Solutions in December 2021. She is a Chartered Accountant and has worked in a variety of industries in South Wales.

She started her career at Deloitte where she gained her accountancy qualification, before moving to Celtic Energy (coal mining) and Gyrus PLC (Medical equipment). More recently Susan has worked for television production and media companies, and a large Housing Association.

Rhian Guy
Assistant Accountant

Rhian Joined Asset Management Solutions in February 2022. She has achieved a first class honours in Forensic Accounting in 2018 and went on to complete a Masters in Professional Accounting in 2019. She is currently in the process of finishing her final ACCA exams to become a qualified accountant. She started her career in a local accountants practice whilst training for her AAT qualification and following university went to work in practices in Cardiff, Swindon and then Cwmbran.

Cecilia Stanlake

Cecilia is a graduate from Stamford Secretarial College in Singapore. Her career spans many years working at chief executive and corporate level support in the UK and throughout Asia.

Her experience includes several years as Operations Manager at a major UK PFI investment company; PA and administrative roles with Eversheds and part of a small team running a UK Custodial Services SPV. At AMS, Cecilia is the Office manager and provides administrative support services to all team members.

John Whittington

John is a co-founder of AMS and is a Fellow Chartered Management Accountant, he has a MBA from Imperial College and also attended INSEAD management school. After 10 years in the oil industry in London, he worked for the Hyder Group, becoming Finance Director of Hyder Investments and Equion.

John specialised in accountancy, finance, financial modelling and projections before becoming involved in supervisory roles and directorships. As well as having been an executive director in operational investment companies and SPVs, John has been a non-executive director in numerous SPVs.

Ed Hodson

Ed Hodson is an independent IT consultant. His wide-ranging skills include VB, ASP and Pascal programming, relational database design and analysis including SQL Server and MS Access, TCP/IP comms and networking, network security, web, graphic and 3D design.
